There was supposed to be "easy" money for apartments for the less affluent. There is concern about the deadlines

Within the secured Subsidy Fund implemented by the National Economy Bank (BGK), there is a non-refundable financial support program for construction. The program's goal is to increase the stock of residential premises and social welfare facilities. To put it bluntly: it is about apartments for people with low and average incomes.
The Association of Municipalities and Districts of Wielkopolska, in a letter to the Minister of Development, Krzysztof Paszczyk, notes that the fund has met with great interest from local government units. However, some of its operating principles raise concerns - both among local governments and companies that would build apartments.
Two years may not be enough time to complete the full procedureThe first of these are the deadlines for the implementation of tasks that received funding. As the conditions for using the funding assume, the payment of funds by the Bank Gospodarstwa Krajowego will take place in the coming months. However, the maximum implementation time of a project covered by support is up to 24 months, and in the case of projects implemented by public benefit organizations - 36 months.
Taking this fact into account, especially in the first case, we see a high risk of not being able to carry out the full procedure (tender and implementation) that will allow for the settlement of funds. The assumed time frame, which conditions the full payment of funds, may turn out to be too short, which may result in the loss of funding

In addition, as he notes, many local governments have already opened the bids submitted in the tender and will want to adjudicate these tender procedures. However, this will not be possible until financing is obtained.
At the same time, if this financing is not provided quickly, it may turn out that the market situation will change to such an extent that the contractors will state that they will not sign these contracts without indexation.

They have already received support from the KPO, but they are waiting for the fund. The municipalities are afraid that they will have to return the moneyThere are more concerns. Many local governments submitted a single application for investment funding covering two sources of financing, i.e. the Subsidy Fund and the KPO, and at the moment have received financial support only from the KPO, without having a guarantee of payment of funds from the Subsidy Fund.
This has put local governments in an even more difficult situation. It must be remembered that the implementation of KPO projects under the social housing subsidy program expires at the end of June 2026.
This is impossible to implement in the current absence of a contract for support from the Subsidy Fund.

The SGiPW chairman notes that there are local governments that have concluded agreements with BGK and are already receiving some funds. However, as he adds, these do not guarantee the successful implementation of the project.
- Therefore, full of hope for the effective implementation of projects within the framework of non-repayable financial support for municipal construction, we appeal for the intensification of the flow of funds within the framework of the concluded agreements, which will certainly increase the probability of success of all activities within the government program - writes the local government official.
